If you plan to operate a business in the City of Pelham, you must first meet all requirements. The Building Department will inspect the location to make sure there have been no changes to the building and make sure the building is up to code and the proper zoning for the type of business that is being applied for. Once the inspection is completed and signed off on by the Building Official, we will continue with the process of getting the license.

The City has adopted a comprehensive set of building codes that must be followed on construction projects within the City. These building codes govern the design, construction, alterations, and maintenance of structures. Building codes establish the minimum requirements to safeguard the health, safety, and welfare of the building's occupants. The permitting process is designed to allow the City to ensure that work is in compliance with the building codes. It also allows the City to ensure that contractors working in the City are properly licensed.
Stop Work Orders are issued by the City of Pelham when work is ongoing that does not conform to the City’s Code of Ordinances. The most common reason for a Stop Work Order being issued is for ongoing construction work not being properly permitted. The reason a Stop Work Order was issued on your property is listed on the Order.
For new construction, the City charges a permitting fee. In response to large-scale events such as a tornado or a flood, the City will often waive all permitting fees. All permitting fees for construction related to the October 6, 2021 flooding event have been waived.

Welcome to Pelham! For your new location in Pelham you will need to have an inspection done. The new business inspection request form will need to be completely filled out and returned to our office, or it can be emailed to email@example.com. We perform a life safety inspection, on "new/added" location businesses to be sure nothing has been added without a permit, no loose wires, life safety items in place, etc. Once the business occupancy inspection request forms are returned we will start the internal zoning approval process. When we have zoning approval, we will accept payment for the inspection fee and set up inspection on the day and time you choose. The building & fire inspectors will inspect in person at the time and day you choose, pending availability. Forms of payment we accept are cash, check and card. However, if you use card (debit/credit) it will charge an extra $3 as a processing fee and we do not accept American Express. Garage sale permits are $10. The garage sale application can be found here. It can be emailed to us at firstname.lastname@example.org once complete, or you can drop it off in person. Our office is located at the Water Works building on the 2nd floor, 3111 Cummings St. Pelham, AL 35124 .You can submit for a garage sale permit no more than 5 days prior to the proposed garage sale. Each garage sale permit is valid for a period not to exceed 2 consecutive days. You are only allowed 2 garage sales per calendar year.
The City of Pelham Sign Ordinance requires the issuance of a permit to erect, change or alter any type sign. The square footage of the building determines the copy area and height allowed for signs. A plot plan will be needed for any pole sign or monument sign. The permit fee is based on the cost of improvement.

To set up an inspection call 205-620-6411. To talk with the inspector, call 620-6409 or 620-6451 until 4 p.m. When requesting an inspection provide the permit number and address. All inspections must be set up 24 hours in advance. Please leave a contact number. The inspector will call if there are any questions concerning the inspection. A subcontractor/suppliers list is to be submitted to the Building Department as soon as possible after purchasing permit. A framing inspection will not be scheduled until this form has been returned and all subs/suppliers have been reviewed for a license with the City of Pelham.
Effective April 1, 2021, there will be a $50.00 first re-inspection fee for all inspections that are set up but not ready at said time and have to be rescheduled. Costs increase to $75.00 for a second re-inspection and $100.00 for a third re-inspection. This also applies to inspections that do not pass and have to be rescheduled. Your City of Pelham Building Permit Card has to be located on your job site in a waterproof enclosure and visible from the front of the structure being built. Failure to display your building permit card as outlined will result in no inspection and a $50.00 re-inspection fee. This permit card will reflect the status of your job; if the inspector signs and dates the approval of the inspection, continue with work or call 205.620.6411 and ask about the status of the inspection. If the inspection is turned down, the contractor will be charged a re-inspection fee, and the inspector will call the contractor to advise what needs to be fixed. All contractors are given ten (10) business days to pay for re-inspection fees. All re-inspection fees must be paid before a final inspection can be scheduled.
Pelham has a 10 business day turn around period for all commercial projects. For all residential projects, Pelham has a 3-4 business day turn around period.
Two sets of complete drawings are required for residential construction. Two sets of complete, stamped and signed, drawings for commercial construction. If civil plans are needed for commercial projects, three sets of complete stamped and signed.

A food truck is a self contained vehicle, trailer or pushcart that serves prepared foods or prepares and serves food in various locations of the city.
Yes. All food trucks operating in the city must obtain an annual business license from the City of Pelham. Business licenses are issued for the period beginning January 1 and ending December 31 of each year. This license must be posted in a visible location at all times.

No food truck may operate past the hours of operation of the business in which they are located, or 11pm, unless they have the mayor’s written approval.

You can place holds for items through the library’s online catalog available at PelhamLibraryAL.gov or call us to request titles (please limit to 10 titles per call). Wait until you are notified that your holds are ready for pickup. (We can only pull available items during business hours.) Drive to the library, park in a space near the front door, and call us at 620-6418. Tell us your name and library card number. We will ask you to verify your account, then we will check your items out to you. Then we will place your requested items in a bag labelled with your name and place the bag on a table located under the front entryway.
If you have mobility issues, please let us know, remain in your car, and a staff member will bring the items to your car.
Even though we are now back to our pre-Covid hours, curbside pickup will remain available.
You will receive an automated message telling you that you have holds available for pickup at the Pelham Library. You may be notified by phone, email, or text depending on what you chose for notifications on your library account. A librarian would be happy to check your account and remind you of the notification option you chose at registration. We can even change the method for you.

You can search for and place holds on items using the online catalog. You will need your library card number and your password. The password is the month and day of your birthday as a four-digit number. We have a PDF that can help walk you through the process that we are happy to email to you, or call us for help over the phone.

Anyone interested in playing Dixie Youth Baseball or Softball must live within specific boundaries. These boundaries are maintained by the city limits. Anyone interested in playing Youth Football or Cheerleading must live in an area that is zoned to attend Pelham High School. These boundaries are maintained by the Shelby County Board of Education. A business license is required by any person or other entity prior to starting any service or business activity in the City of Pelham. Inspections from both the Building Department and Fire Department must be made prior to occupancy and the issuance of a business license. When completing the license application, the business must also complete an inspection request form and pay the required inspection fee. Once both inspections have been made and approval is given, the business license will be issued and the business can occupy the location. Street signs on city streets are installed by the developer at the time of initial development. The developer is responsible for these signs for a period of one year after installation. After this one-year period the Street Department is responsible for maintaining street signs on city streets. You may report a broken or missing street sign by calling the Street Department at 620-6416 or by submitting an online ticket.

The city contracts out the repair of traffic lights to a local company. To report traffic light problems you may call the Street Department at 205-620-6416.
After the water department repairs a leak, topsoil is normally placed in the yard within 2.5 to 3.5 weeks. Sodding or seeding of the yard is done after the ground has had time to settle. Depending on the severity of the leak, it may take two or three good rainfalls for the necessary settling to occur. For more information, contact us at 205-620-6420.
